Overview | Agenda | En Français
In 2010, the French government will end its monopoly on online gambling and open the industry up to private competition. This represents a wealth of opportunities for online casinos, bookmakers and poker rooms based in France and other EU member states.
The French market is a lucrative one. Last year state-run online gambling generated an estimated 5 billion euros in annual revenue for France. The two state-run operations, Pari Mutuel Urbain - the state-run horseracing bookmaker - and La Francaise de Jeux - the state-run lottery and sports book - each generated 9.3 billion and 9.2 billion euros respectively in this period.
But this is just a drop in the ocean compared to the total French online gambling market. The French Budget Minister Eric Woerth has estimated that illegal online gambling currently comprises 75 percent of the French market, includes over 25,000 sites (2000 of which, with French pages), and brings in 7 billion euros annually from gamblers living in France. Woerth recently stated: "(There is) no use denying the reality of online gambling and the expectations of the French people … Rather than banning 25,000 (illegal) sites, we'd rather give licenses to those who will respect public and social order."
The proposal to open the market in line with EU regulations includes requirements for French gaming licenses as well as tax rates of 7.5 percent for sports books and 2.5 percent for online poker rooms.
